Mr. Carlos A. Penin, PE, was born in Holguin, Cuba and was exiled to Miami in 1962. A graduate of Belen Jesuit Preparatory School (1973), he earned an Associate’s Degree from Miami Dade College (1975), a Bachelor’s in Civil Engineering from the University of Florida (1977), and a Master’s in Environmental and Urban Systems from Florida International University (1982).
In 1989, he founded C.A.P. Engineering Consultants, Inc., later renamed C.A.P. Government, Inc., specializing in outsourced building department services. CAP now serves over 90 municipalities and 10 educational institutions across Florida and has been nationally recognized, including multiple rankings in the Zweig Group Hot Firm list and the Gator100 fastest-growing Gator-owned companies.
He serves as President of C.A.P. Engineering, Inc., (Est. 1999), focusing on engineering design and construction management.
Carlos has held leadership roles in the Florida Engineering Society, American Council of Engineering Companies, Cuban American Association of Civil Engineers, and Association of Cuban Engineers, earning numerous honors including “”Engineer of the Year”” and the CAACE Plinio Villanueva Award. In 2020, he was recognized in the U.S. Congressional Record by the Hon. Mario Diaz-Balart.
He is active in his community including the Kiwanis Club of Little Havana, Latin Builders Association, and Belen Jesuit’s Board of Directors, where he was inducted into the Alumni Hall of Fame (2025). He currently serves on the South Florida Regional Transportation Authority Board, appointed by Governor Ron DeSantis.
He continues to pursue the American Dream with his passion for engineering in the service to others.
