2025 COLLEGE OF FELLOWS INDUCTEE

I am humbled by being named a Fellow and will strive to live up to the recognition by continuing to give back to my profession through ACEC.

Steve Donahue is the seventh president of Horner & Shifrin, Inc. (H&S) since its inception in 1933. Steve has been with H&S since 1998, having served as a member of the Board of Directors and an ESOP trustee since 2012, and President since 2016.

Horner & Shifrin, Inc. is a 100% employee-owned multidisciplinary professional services firm based in St. Louis, MO with offices throughout Missouri, Illinois, and Arkansas. H&S offers engineering services in water, transportation, structural, mechanical, electrical, plumbing, construction administration, and geomatics.

As President of Horner & Shifrin, Steve focuses on growth while continuously improving the culture at H&S. The employees have confirmed a positive culture by helping H&S to earn the designation of a “Top Workplace” by the St. Louis Post-Dispatch for each of the past nine years. In 2025, H&S was recognized by Zweig Group by being placed on their “”Hot Firm”” list.

Steve earned both a Bachelor of Science and Master of Science in Civil Engineering from the University of Illinois at Urbana-Champaign and is a licensed professional engineer in Illinois, Missouri, and Arkansas.

Steve believes in serving his community and has done so as a paid on-call firefighter with the O’Fallon (IL) Fire Rescue for 20 years, retiring in 2024 at the rank of captain. He also volunteers his time with the O’Fallon Panther Band Boosters and his church.
