Emily Luster is the President and a third-generation owner of Luster National, Inc., a minority-owned small business specializing in strategic consulting and project and program management for large, complex infrastructure projects. Under her leadership, the firm advances innovative methods for their clients, ensuring Luster consistently delivers in an ever-changing environment.

Emily is committed to expanding opportunities for small and minority-owned businesses and strengthening pathways to equitable infrastructure delivery nationwide. She holds a Juris Doctor, cum laude, from the University of Michigan Law School and a BA in Environmental Studies from UC Santa Barbara. She also holds the certifications ENV SP and OSHA-30 and is a licensed attorney in the state of California. She is involved in WTS, COMTO, CMAA, and ACEC.
